I asked the production team almost it - they said its because y'all used the same phone # besides many times. I don't know how long you need to wait for it to "clear."
"This error bulletin means the user had used the same phone number beyond multiple accounts (either signing upwardly or restoring suspended accounts) in a short menses of time (terminal few days/weeks). "

I had the aforementioned problem over a couple of days, and I tried it again and again to unblock my business relationship / creating a new countersign many times, etc. but finally I saw ever "your business relationship is temp. suspended ... - Usage limit exceeded. Try again tomorrow."
the solution for me:
I used a different phone number (from a friend) for sending/receiving a new unblock code
the reason for blocking my account was an issue with my security settings / notification by: my phone number,
which I used temporarly for a second microsoft account too,
and so the first thing I did after reactivating my business relationship, was to customize my security settings (notification by alternate electronic mail only)

the solution for me:
I used a dissimilar phone number (from a friend) for sending/receiving a new unblock lawmaking
the reason for blocking my account was an issue with my security settings / notification by: my phone number,
which I used temporarly for a second microsoft business relationship besides,
so the starting time matter I did afterwards reactivating my business relationship, was to customize my security settings (notification by alternate electronic mail only)

This is actually helpful! I tried with another phone number, it worked! I have used my phone number to register a few Microsoft accounts to test my app. Probably that is why it said Usage Limit Exceeded.
